PSOE and Sumar have agreed on a draft decree that aims to extend the lease renewal period until June 30, 2028. The regulations do not focus solely on the temporal extension of contracts. The Executive is aware that fraud in seasonal and room rentals has served as an escape route to bypass current price caps. Therefore, the new text includes forceful measures:

  • Strict regulation: Requirements for seasonal and room rentals will be tightened, closing current legal loopholes.
  • Punitive taxation: The VAT rate will be raised to 21% for apartments used for tourist purposes, with the goal of discouraging the abandonment of the residential market.
  • Sanctioning regime: Penalties for misleading advertising on digital platforms will be increased.

"Tenants whose contracts expire before June 30, 2028, will be able to request the extension, which increases the number of potential beneficiaries by nearly one million people," Sumar sources state.

A complex path in Congress

The success of this measure now depends on complex parliamentary arithmetic. The validation, scheduled for September, requires the support of parties like Junts, whose rejection last April struck down a similar initiative.
